As a professional International Sports Federation, World ParaVolley has an ongoing responsibility to educate and train International Technical Officials that are capable of delivering high quality competitions for Sitting Volleyball athletes with a physical impairment.

World ParaVolley has devised an education and training pathway for International Technical Officials that provides them with the necessary skills, knowledge and experience to deliver competitions at the highest possible standard in line with World ParaVolley rules and regulations.

World ParaVolley places a high priority on developing its human resources in order to provide the necessary services for the conduct of competitions now and into the future.

This pathway has three levels of accreditation that enable the International Technical Officials to operate at the national, zone and international levels, including at the Paralympic Games.

INTERNATIONAL TECHNICAL OFFICIAL
EDUCATION AND TRAINING PATHWAY

LEVEL 1

The Level 1 Certification Course is an INTERMEDIATE course, focusing on the areas needed to act as a Jury Member at Zone Level events. The role of a Jury Member carries high-level responsibilities, so a thorough knowledge of all aspects of the game and conduct of the matches and competitions is crucial.

A Jury Member, among other things, has the responsibility to conduct Preliminary Inquiries for all teams, oversees matches to ensure they are conducted correctly and validates the match result.

There are two parts to complete full Level 1 accreditation:

Part A – Theory (Online) which has no instructor or tutor interaction and is self-directed with all necessary resources provided. There are 11 modules and 2 multiple choice exams to complete. Assistance is available by contacting the World ParaVolley Technical Official Education Coordinator if necessary.

Part B – Practical Assessment (FACE TO FACE at an event). Once the online theory component is completed, you will be required to attend an event, taking on Jury Member roles for your practical. You will be responsible for all costs associated to attend this (unless a subsidy can be arranged), including travel to and from the event (flights), accommodation, meals and ground transport provided by the organisers.

The course is aimed at those who wish to become International Technical Officials as Jury Members. Considerable general volleyball knowledge is essential, and knowledge of Sitting Volleyball is desirable. Experience in International events is also an advantage.

LEVEL 2

The Level 2 Technical Official Course is aimed at those who have had experience as a Jury Member and wish to be considered for appointments as a Jury Member at World level events or an assistant Technical Delegate at Zone level events.

The structure of the course is similar to Level 1 with an online theory component followed by a practical assessment at an event plus a ‘seen’ exam to be completed in your own time.

LEVEL 3

The Level 3 course involves further course work, face to face training and mentoring at events. Successful completion enables you to be considered for appointments as Technical Delegate at the highest level events including Paralympics, World Championships and World Cup.
